A tag is a word or phrase that can be associated with an op doc revision for ease of categorizing or searching op docs beyond the title and content. One could say that putting a tag on a document is the same as putting it in a folder, except that you may put an op doc in many folders at one time. For instance, an op doc revision may be tagged with the phrase "Field Related". Afterward, users may use the advanced search interface of the op doc list to locate all op docs revisions tagged as "Field Related". The same document may be tagged with "Cullen's Favorites" in which case one could locate the document by searching for either tag. Likewise, many other documents may have the tag "Cullen's Favorites" and would constitute a sort of folder for all "Cullen's Favorites"

To learn about adding and removing tags, see How do I add or remove tags from an op doc?.
